Who's running the show in NOLA?

It's Mr. Brown I read today that the Governor of Louisiana, Kathleen Blanco won't sign over her Guardsmen to the Feds, was not interested in W's second appearance and hired in the guy that should be in charge of FEMA, to run the state's emergency. I say "should" beacuse a few years ago (in the 90's) I read a very flattering profile of Mr. Witt and how he was running that agency. Based on W's patronizing show of affection today I'm speculating that she is both a good governor for hiring Witt and psychic for ducking W as long as she did.
